Wheat flour is wheat that has been ground into powder. In curry roux, it is fried in fat and used as the base for thickening. In soy sauce, roasted and crushed wheat is used together with soybeans as the raw material for koji (a mold culture).

Labeling rules
- For processed foods, the origin of the ingredient with the largest weight must be written (country of origin labeling for raw materials, Food Labeling Standards Article 3). When that ingredient is a processed product such as wheat flour, the place where the flour was made is written as “国内製造” (made in Japan). “国内製造” means the flour was milled in Japan, not where the wheat was grown.
- Instead, the origin of the largest fresh ingredient among the raw materials of that processed product can also be written, as in “小麦粉（小麦（国産））” (wheat flour (wheat (domestic))) (also Article 3). On this site, Cosmo Foods writes “国内製造” while M to M and Sokensha write “小麦（国産）”, so the same wheat flour is written in different ways.
- Wheat is an allergen that must be labeled (a “特定原材料”).
Good to know
- Durum wheat is a hard wheat used for pasta. Semolina is a coarsely ground flour made from it.
- In the food composition table, soft wheat flour (“薄力粉”, grade 1) has 8.3 g of protein and 75.8 g of carbohydrate per 100 g.
